What the New HUD Reporting Rules Mean for Your Team
HUD is changing how Continuums of Care report data. Here's what actually matters for frontline workers.
The Headlines vs. Reality
If you follow HUD policy, you've seen the announcements about revised data standards, updated HMIS requirements, and new outcome metrics. If you work frontline, you've probably ignored all of it because you're too busy actually serving people.
Fair. Let me translate what matters.
What's Actually Changing
HUD wants better data on returns to homelessness. They're tired of communities reporting housing placements without knowing what happens after. Did the person stay housed? Did they come back into the system six months later?
This means your tracking needs to continue past the "exit" date. If someone leaves your program, you need a way to find out how they're doing later—either through follow-up contact or data matching with other systems.
The Practical Impact
For case managers: you may be asked to contact former clients for follow-up surveys. This takes time and should be built into your workload, not added on top.
For data staff: your HMIS system will need configuration changes. Start working with your system administrator now rather than waiting for the deadline.
For leadership: budget for this. Follow-up takes staff time. Training takes staff time. Ignoring it until the deadline creates crises.
My Take
The intent is good. We should know whether our work leads to lasting stability. The implementation will be messy, as always. Plan for that.
